Two important environmental justice bills that have passed the state Senate are coming up for a vote in the Assembly. State Senator Catherine Blakespear, who authored one of the bills - SB 954 - could use our support getting them over the finish line. San Diego 350 lists both bills on their list of 2026 legislative priorities.

SB 954: Restore Environmental Review ProtectionsSB 954 narrows a California Environmental Quality Act exemption adopted last year by restoring protections for communities located near industrial development. Blakespear says, “ Because of last year’s actions, strip mining, lead acid battery recycling facilities and other manufacturing that is damaging to the environment can move forward without CEQA review – and that’s just not right!”

SB 1259: Ensure Refinery CleanupSB 1259 requires refinery operators to plan and financially prepare for facility cleanup before closing. Communities should never be left paying for the environmental legacy of fossil fuel production.
